Mark Cuban was on JJ Redick's podcast a few weeks ago and he said he was optimistically hoping for a vaccine to become available and distributed throughout November, December and January, and that an MLK day (January 18) start date with fans was what he had in mind. I know many vaccine trials have been fast tracked and some have started final phase human trials, but that timeline still seems overly optimistic to me. I think the thing to take away from that is that the NBA is waiting to see if a normal season is possible with fans. To me that means we won't get any concrete news for a while since the NBA will be waiting to see how the virus and vaccines progress. Hmmm... so the league is hard-pressed to play outside of a bubble.

Per the Athletic (Hollinger and Shams), all the cap work/figures should be done “about a week before the Nov 18 draft” and next season is tentatively being slated to start the week of January 18.
