The maximum yearly change is 11% or the amount of the minimum contract, whichever is greater. The minimum contract is $507,336. So with smaller contracts where 11% is a really small number then the yearly change will often be by that amount. So in this case your offer is still illegal since the decrease is greater than both 11% and $507,336. So the Pelicans are still the highest bidder.

It's called doing what the real life Cavs are doing with Brendan Haywood. It's a big expiring contract I can trade and I'm showing free agents that I'm not afraid to throw around a little bit of money if I have too. The Memphis owner is sticking to his GM's plan and is willing to spend to make that plan a reality.
