2017 Draft Tie-Breakers
This year half of the fourteen lottery teams have deadlocked regular season records!
NBA tie-breaker method as described by Wikipedia:
4th Place Tie

Tie-breaker results for 4th Place were simmed whilst another GM was remotely connected to my computer.

NBA tie-breaker method as described by Wikipedia:
"In the event that teams finish with the same record, each tied team receives the average of the total number of combinations for the positions that they occupy. In 2007, the Minnesota Timberwolves and the Portland Trail Blazers tied for the sixth worst record. The average of the 6th and 7th positions in the lottery was taken, resulting in each team getting 53 combinations (the average of 63 and 43). Should the average number not be an integer, a coin flip is then used to determine which team or teams receive the extra combination. The result of the coin flip is also used to determine who receives the earlier pick in the event that neither of the tied teams wins one of the first three picks via the lottery."

5th place normally has 88 lottery balls.
207 total lottery balls between two teams does not return an integer so one of these teams will be awarded 104 lottery balls whilst the other will be awarded 103 lottery balls depending upon a 50/50 number that will simulated with a random number in Excel: if the number is above .500 then Detroit will win the tie, below .500 Boston will win, equal to .500 it will be drawn again.
The Utah Jazz won the 50/50 and will enter the lottery as the 4th team with 104 balls. The Boston Celtics will enter the lottery in 5th with 103 balls.

7. Atlanta Hawks (via PHX)
6th place normally has 63 lottery balls.
7th place normally has 43 lottery balls.
106 total lottery balls means that both these teams share 53 lottery balls.
New York won the tie-breaker and will pick above Atlanta if neither of them jump into the Top 3.
9th Place Tie
9. Philadelphia 76ers
10. Brooklyn Nets
11. Dallas Mavericks
9th place normally has 17 lottery balls.
10th place normally has 11 lottery balls.
11th place normally has 8 lottery balls.
36 total lottery balls means that all three of these teams share 12 lottery balls each!
Philadelphia won the tie-breaker here, followed by Brooklyn.

Both the Clippers and Timberwolves won the other two tie-breakers.
