Is that 220% proposed based on Heat's situation? If it was 210%, they would be over the hard cap which is fair. Even 210% sounds like a lot. Heat's total salary stand at $141,953,418 which is enormous.
I am not saying they should be hardly punished but it doesn't sound reasonable to me for them to get the MLE.

The hard cap is being eased in slowly over a few years until it's 200%, which we will stick with.
