Maybe I’m just dumb, but why does the timing of the signing matter? These guys aren’t created in-game anyway right, so they won’t take up a roster spot regardless?

What Josh said - you can sign them and if Walt creates them you just need to cut a player.

Or you wait until the day before July 1st, after which you lose the draft rights to them.

How does this signing now work with 2nd round draft & stash players? Does the salary only be put in the roster page after they actually come to NBA.
For example Juhann Begarin. I drafted him in the last draft, but it's unlikely that he would come to Celtics next season. Maybe he never makes it, but I would at least want to wait and see for one more year

Yep if a player doesn't immediately play in the NBA (e.g. Bogdan Bogdanovic) a team will (1) automatically have their draft rights held on the Rosters page if they were a 1st Round pick or (2) have to claim the player's draft rights in this thread if they were a 2nd Round pick.

The player's salary only starts once they start playing in the NBA IRL.
