Just to clarify: this off season we are allowing teams who go over the cap with their signings to start using the MLE.

This comes as just a piece of bad planning on my part. Some teams have been allowed to make these offers already and I should have thought about it and not allowed it from the start.

Since it would be unfair to disallow teams halfway through the OSFA period though, I'll have to allow it.

Next off season this will not be the rule though, it was an oversight from me.
