Marcus is a tenacious defender, always taking the other teams best player. He's perhaps the most versatile defensive player in the league. He also has tremendous vision and has substantially improved his shooting.

79. No way should he be 80+. He's only good because he's on a good team where more talented players can do the heavy lifting. He's the classic example of a role player. Put him on a bad team and he'd be useless. Terry Rozier did similar things for the Celtics in the past few seasons, and how much is he helping Charlotte win games now that he has a bigger role?
This isn't to say that he's bad because guys like him are extremely important when it comes to winning, but that's because of how he compliments the star players, not because he's responsible for doing the hard shit, which is creating and scoring. He does do the hard shit on defense though, which is where most of his value is and why he still deserves a good rating, but that's a pretty small part of the overall rating.
Just the fact that it's even possible to say his shooting has improved while he's making just 38% of his shots says a lot.

79 — to me if he’s in the 80+ range, he’s gotta best 5 type player on a great team and he’s not that kind of guy. It’s telling for the Celts when he has games where he tries to be “top of team” stat lines, they tend to not do well, but when he sticks to his lane, they excel. Great role player, but doesn’t mean he should be in that 80s range

He straight up wins games with his defense, passing and strength. Also, comparing his role this season on the Celtics with Terry Rozier's in the past is a joke.

The fact is the best lineups for them is when it’s Kemba, the three wings, and Theis. Not Smart. He’s the kind of player you pray doesn’t shoot because, as Alex already said, 38% is “an improvement”. He’s great at his role, but he’s not a guy who I think you’d want in the sentence of “he’s a top player on our team”.
