There are two teams that have been competing for Hassan Whiteside's services but both have fluctuated hugely in the size of their offers and whether a starting promise was available, both teams have reduced their offers significantly enough, and enough times, for the committee to decide that Hassan Whiteside will start taking new offers again until the August 1st deadline.
Whiteside is ideally looking for long-term 4 year deals offering upwards of $17,000,000 starting year salary and a starting role.

Billy King maybe this is fate but I figure your Knicks can make an offer on Whiteside if you like. The 80+ rated embargo can end in this instance.

Facts: Early part of OSFA: The Commissioner issued this statement: The Knicks Spike Lee missed the deadline on claiming Robert Covington's Bird Rights and picking up Team Options on Frank Kaminsky, Buddy Hield, Dragan Bender and Wade Baldwin. I don't want to ruin the Knicks but there needs to be repercussions: the TOs can stay but New York loses Bird Rights on Robert Covington and will also be barred from signing any FAs rated 80+ this off season.1. Cleveland Cavaliers / Portland and maybe others team offered. 2. Portland traded Kyrie. 3. The Kyrie Trade was accepted. 4. Cavaliers rescinded their offer. 5. Hassan signed an illegal contract. 6. The Hassan signing was disallowed. 7. Cleveland offered again and asked if Hassan is willing to accept it again. He did. 8. Cleveland only offered below that $17M starting point, 4 years. 9. Hassan asked for around $20M starting point for him to sign. Cleveland said no. 10. The PAs/Commissioner is now lifting a punishment on a franchise that could provide Hassan more money. 11. I just want to repeat the statement of the commissioner... barred from signing any FAs rated 80+ this off season .Thank you.

Fact: It required 4 PMs from Brian Scalabrine to convince you that a lineup of four SFs and KCP wouldn't be a great idea and to make a starting promise to Hassan Whiteside instead. ? Okay. Okay. For the sake of the potential of Hassan. Let me offer: 2019 17,000,000.00 2020 18,000,000.00 2021 19,000,000.00 and the starting center position. PG - KCP SG - Batum SF - RoCo PF - Ingles C - Whiteside I am pretty sure he will enjoy the space that the four other guys will provide. Missing: a lineup of four SFs and KCP wouldn't be a great idea.to say that someone means one thing when the person really meant something else: I never said you should leave – don't put words in my mouth. I think this should be phrased that he has chosen to hold out until RSFA to see if any more offers come through.

FWIW Hanamichi Sakuragi - it still may end up being the case that your bid is the best, or Portland's, but the committee felt that the offers have fallen slightly below expectations and there's also been a general shitstorm surrounding Whiteside with both your offers and Portland's compared to other Free Agents.

I find it interesting and realistic that the market just isn't there for Whiteside at the moment. It's smart for teams to hold out on offering him more money if they don't have to. Sometimes a player thinks they are worth more than what's being offered.

I think this should be phrased that he has chosen to hold out until RSFA to see if any more offers come through. Yeah my understanding on this was that he's going to hold out until regular season free agency because he's disappointed with what's happened during the offseason. Since we don't actually want to wait until November though, we'll have "RFSA" right now and just try and get it over with.

Since we don't actually want to wait until November though, we'll have "RFSA" right now and just try and get it over with. The problem is that, if this happened and Whiteside did enter RSFA, it would still go straight to a player agent again anyway and we'd repeat this same process. Might as well finish this process whilst we can.

Is the same thing happening with DeAndre? You really need to go back and read the whole discussion. The Clippers originally offer was reduced. Let it go.
