If we're going by the rules, then this signing should go to CHA. That being said, I don't really care if you adjust the rules to make this go to UTA. Just saying that the current reading of the rules means that you can't sign players if you have more than 15 players, and the roster limit appears to apply to trades taking place during the off-season.
