Draft Lottery Changes
Now that my Boston Celtics rebuild is finishing I've instructed the NBA to make it harder for tanking teams to get a top pick as of 2019.

Looking at these changes though - does it discourage tanking? I don't think it does.
I think what it does is discourage extremely obvious and embarrassing-for-the-NBA tanking, like The Process, because if there's very little difference between #1 and #5 you might as well stay competitive.

I'm not sure how much it will discourage tanking. The best strategy for a rebuilding team with no free agent possibilities is still to tank to try and draft a superstar. I don't see how that changes.
It might even encourage tanking. Before you really had to be top 4 or 5. That meant the bulk of the lottery odds were more or less decided in march, or maybe earlier. Now, since the teams in the 6-10 range get far better odds, a team can decide later on if they want to tank. Dropping from 12th-10th in the lottery to 3rd or 4th is almost impossible late in the season. Dropping from 12th-10th in the lottery to 7th or 6th? That's much easier as there tends to be a group of teams that win 30-35 wins every year. Now that 6th in the lottery is far more valuable than it used to be, that team sitting in 11th could make a strong effort to lose games during the last month and it might pay off. We could see some really competitive tanking in march and april.
On the other side, tanking early in the season isn't as important if your unsure where your team stands. You could try and make the playoffs and then only decide late in the year what to do. So this could discourage tanking in the first half of the season.
We'll just have a see how it works out. Tanking in the NBA will always be a thing though imo. One player can change everything in a way that isn't true for other sports. It's so top heavy that you always need to have a plan to try and get on of the few superstars if you want a chance to win a title.

They will begin the year in the low to mid 70s. IF they prove they're more than that, we'll aim to get them an increase when it's appropriate. Always a case-by-case basis on that.
