Just proposing a quick rule change to include 2nd Round Picks as well.

Why is there a time limit? It doesn't make sense to have picks expire. I don't think we've even followed this rule either. Bogdan Bogdanovic was drafted by the Hawks in 2014 but didn't join the NBA until 2017-18. Based on this rule he should've been a free agent, but he was signed to his rookie contract, which was the correct things to do.
I think draft rights should just play out in one of these ways: - First round picks who immediately join the NBA are signed automatically to their team. - First round picks that play abroad after being drafted are signed automatically in the season they join the NBA. - Second round picks are signed by GMs before the end of their rookie season. Second round picks that are not signed before the offseason following their rookie year become free agents.
It's simple and easy to follow, and I feel like those are the de facto rules we've been following anyway. First rounders sign automatically when they join the league, second rounder are signed manually and the clock starts ticking as soon as they play their first game in the NBA.
