When Westbrook was stockwatched on January 19, he had played 35 games. He was averaging 25/8/7 with 1.5 steals on 44% and 24% from three. At that point, he had begun to look healthy again following his multiple surgeries in the off-season, and start to gel with his new team.
If we look at the past 35 games from today, he's averaging 30/8/7 with 1.7 steals on 49% and 27% from three.
In 2020 (20 games), he's averaging 32/8/7 with 2 steals on 53% and 32% from three.
Some key points:
1) His FT shot is fixed. After being a career above ~82% FT shooter his entire career, the NBA rule change limiting FT routines tanked Russ's FT for two straight seasons where he shot 74% and 66%. He's now shooting 78% on the season and over 80% over the last 35 games.
2) He's possibly the most athletic player in the league. A lot of his ratings points go towards the categories that represent athleticism. He is going to need a higher OVR than some other not-as-athletic players to create an accurate player profile.
3) Harden and Westbrook are responsible for 4 of the last 5 scoring titles, and 3 of the last 5 assist titles. They are both still very capable passers. And if anyone is worried that he's only excelling because of all the attention on Harden, he's actually averaging more points on a higher eFG% and TS% when Harden is off the court.
Let's get down the the nitty gritty:
These are where Westbrook currently ranks in D5 ratings among all D5 players:

IMO, he needs substantial increases in FG and Inside Scoring, a bump in Passing, and slight increases in FT, Speed, Quick, Handle, Off. Reb., and Strong. His STL, Jump. Fatigue, Def. Reb., 3PT, Block, and Def. Aware all seem fair. You could even argue that he deserves a slight decrease in Off. Aware but Walt has told me that Off. Aware is actually Off. Ability and seems to "unlock" other stats.
My last point is that TS% and 3P% are not really important for D5 ratings. He is already 342nd in 3-point shooting ability, and whether or not he is actually that bad at it, 3-point attempt rate is an entire other category that gets adjusted that is NOT accounted for in OVR ratings. With Westbrook's very solid mid-range shooting and his dominant paint presence, a good build for him would have his FG and Inside Scr rated very[i/] highly, with his 3PT attempt rate and 3PT percentage modified to represent how he actually plays. (You could make an awful[/] player with a 100 OVR rating. Max out everything except 3PT which is zero, change his 3PT attempt rate to 100. He'd brick 3-pointers all game lol). OVR really is not important. It's all about the ratings.
As you can see from his games following the rating change (10 points per game on 34% shooting and trending downwards), his current build and rating are not accurate - at all. He is currently completely broken.
In order to bring him into what is probably an accurate build for him, he needs about FG (13) + Inside (23) + Pass (10) + OffReb (10) + FT (5) + Speed (3) + Quick (3) + Handle (3) + Strong (5) - Off. Aware (3) = 72 ratings points, and I've honestly tried to be conservative. 72/15 = 4.8 OVR points and I'm going to round up to 5.
