My motivation is partly that we need more 60s rated players, but I feel this miniscule rating is justified.
I'm watching Kings vs Nuggets and Justin Jackson is awful. The Nuggets are targeting him on offense because he is so weak on defense and he is putting on possibly one of the worst defensive showings I've ever seen. The Kings started him because they're tanking. He was drafted in the 1st Round because UNC won the NCAA Title and real-life GMs probably used Draft Express as much as a guide as we did last year. The reason he got drafted was to shoot 3s and he can't even do that (29%), he can't even shoot Free Throws at a great rate (69%), but the way every Denver Nugget is treating him as an automatic 2 points when he's defending is embarrassing.

I have watched him a couple of times now and he isn't very good. 68

I like the thought process behind it. We're pretty quick to take relatively small-sample-sizes that are positive and bump UP our young players, so let's do something similar on the way down. He can always prove himself and get a bump pretty quickly. I haven't watched him and there are no stats here to show how poor he is, AND I'm on a trip for work right now, so I'll go somewhere in the middle.
