The other contract is legal though too isn't it? It's a max of 11% or the minimum contract, whichever is greater. The first contract has increases greater than 11%, but still less than the amount of the minimum contract ($623,646).

I always forget about the minimum contract raise too at these low numbers. Just looks funny!
