Off Season Free Agency will officially end at midnight EST, Monday 1st August!
After this date no new offers can be placed on players. Player Agents will continue to negotiate the players they represent until they are signed or enter regular season free agency (if the PAs feel their player/s can get more than is being offered).

Hey Ian, are we allowed to offer minimum contracts to take us over the cap right now, or do we have to wait until the off-season free agency is over?

Your team is complicated because you started OSFA with the MLE, because you were over the cap, then relinquished the MLE, because you traded away enough salary to get under the cap. But now you're back over the cap and I'm not 100% sure without looking it up! Off hand I would say you probably do not have the MLE any more because you relinquished it once and then spent money, I'll see if I can get some time to look it up.

This is because the MLE reset on July 1st. On that date teams over the cap get the MLE to spend, this was just you, DEN and LAC I believe. You then traded away contracts to get under the cap and therefore no longer possessed the MLE. D5 doesn't go into deeper specifics with the MLE.
