Free Agency/Draft Signing Rule Change Suggestions

I'll go in order of least annoying, yet all are equally kinda easy and I think makes things a bit more realistic.
1. Bring 2nd Rounder contract length choices back.
In the real NBA Rules a 2nd round contract could technically be 15 million a year because they aren't bound by the rookie scale rules.
This doesn't happen for obvious reasons and I'm not suggesting we do it. My spin on this would be keep the 2+1 team option deal we've always used but offer a 1 year option as well. Except with Bird Rights. We could distinguish this on the roster page with a different color so they don't get mixed in with the randos. This means teams don't have to lock down a roster spot for 2 years on their 55 pick if they don't want to. But if they do break out they have to pay a little early in exchange for hedging their bets. Gives a little risk reward but also doesn't kill cap hit teams too much either.
2. Bird rights for any rookie. So basically if you want to decline that 3rd year option for whatever reason, you can retain bird rights on them through the rest of the off-season but other teams can bid on them. This is more of a GM friendly rule change that can backfire. In my case I really believe in Chinanu, but am kinda strapped for roster spots. It would be cool for that 3rd year option to remain unguaranteed to see what happens in FA.
Not sure how easy this would be to implement but would be neat.
3. Moratorium for any high value free agents. So basically what this rule would be is as soon as the off-season starts after the playoffs, a few GMs get together on Skype or we can do it via message whatever and look at the teams who can realistically get the player. Then make a post, can even do it with an anonymous random reporter account people have and say "Rumors say that X teams are planning on making a run at Y player"
Then, only those teams should offer. Then very quickly come to a decision. I know some people like the back and forth "this is why I'm better than Z team" but it would be very easy to include that in the first offer because everyone knows who's gunning for these top FAs. And think about it. We knew exactly who LBJ's people met with in real life from Woj on Twitter. Then that's it, no 2 week long back and forth this is why I'm better or blah blah. Then a day or two before the off-season the teams are informed of who's getting who. There is no penalty for offering for multiple of these players if you end up "listed in the rumors" for the players. Everyone gets one go, it goes fast and quick.
I know this may sound like I'm just bitching because I missed out on a couple backup dudes while working for a couple top tier guys. But I know it's happened to others, it even happened the Khawi year because there was a back and forth in the committee for like a week and I was the cause of how annoying it is. In real life you get one go at a top guy, they make their decision and then all the other dominoes fall. It would feel less disheartening to just have the decision made, oh you missed out on the guy oh well than after 2 weeks worth of messaging and feeling so close but then not only do you not get them you missed out on your backup plan in the process.
When my team was garbage and I offered for a big free agent I found out immediately usually I wasn't realistic and I went oh alright. Like if George Gervin offered on LBJ he probably found out the next day he wasn't realistic and went man. OK I'm gonna sign x random dude or just chill. But in this case I offered on like 2 major dudes and missed out while 3 or 4 mid level dudes got swiped up that I was considering making major runs at if plan A and then B falls apart.
4. Change the timing of Off-season FA.
This may sound like crazy talk but Off-season FA in the NBA lasts all off-season. I think it would be fun to start our draft before the real draft. Then move the off-season FA to like 1 or 2 months before the beginning of the D5 regular season. I love this time of year but it's also summer and I like being outside and focusing on hanging out with people and such. Off-season FA already adds 2 months onto the year. I know most of us are in temperate areas where we get like 3 months of good weather (5 days for Ian in UK). In the fall when days get shorter seems like the best time for off-season FA. We can do a check in for GMs, hand out new teams from those that left and then get rolling with signings. And what's better is, this is after SL, after real life FA. So we have more info to base our FA decisions off of and people can more easily decide which options to pick up.
Overall just suggestions for next season. I feel I always have decent ideas so I hope you enjoy them.
